Member House of Representatives for Kwande/Ushongo Federal Constituency, Hon. Terseer Ugbor, has proposed seven clearly designed measures to address the insecurity in Benue state, particularly Kwande Local Government. The measures are coming following the recent attacks that have left dozens dead and many thousands of Kwande people displaced. The dead include traders in Anwase village and Abande settlement and a police officer.
The lawmaker’s proposals include providing logistical support for the Border Patrol Unit, developing the international border with Cameroon into an economic hub, and implementing internal boundary demarcation between Benue and Taraba States .

The measures also include mapping solid mineral resources, banning illegal mining, and recruiting local youths into security services. Additionally, the lawmaker called for the construction of resettlement homes, hospitals, and schools for displaced persons and designating the Kwande hills and forests as a protected area.

In a press statement issued on Saturday Hon. Ugbor said, “To these grave security challenges, and in line with my commitment to the stability and prosperity of our people, I have proposed the following decisive measures as lasting solutions to the insecurity in Kwande Local Government and Benue state at large.

According to him, “The Benue State Government should immediately provide logistical support and accommodation for the activation of the Border Patrol Unit already approved by the Inspector General of Police (IGP) for the constant patrol of the Turan and Ikyurav-Ya border areas with Taraba State and Cameroon.

  1. The Border Communities Development Agency (BCDA) in collaboration with the Benue State Government should open and develop the international border with Cameroon into an Export Processing Zone and economic hub, comprising an international market, with storage facilities, cold rooms, trailer park, and access roads. A 50-man Immigration outpost, a military command, a Customs unit, and a DSS border unit at the Cameroon Benue State border to stabilize security in the state.
  2. The National Boundary Commission should implement the demarcation of internal boundaries between Benue and Taraba States, alongside the resettlement of displaced persons back to their ancestral lands and the restoration of farmlands to rightful local owners.
  3. The Federal Ministry of Solid Mineral Development and the Benue State Government in collaboration with the Nigeria Geological Survey Agency should initiate a comprehensive mapping of all solid mineral resources in Kwande, coupled with a total ban on illegal mining activities to be strictly enforced by security agencies. All Community Development Agreements must be re-vetted, duly signed, fully implemented, and affected communities adequately compensated for environmental degradation and pollution.
  4. The Federal Government should accelerate the training and recruitment of local youths into the Nigerian Forest Guards and other security services to protect forests and farmlands from bandits, poachers, and illegal occupiers.
  5. The State Ministry of Humanitarian Affairs should source local and international funding to commence the construction of resettlement homes, hospitals, and schools for displaced persons, senior citizens and indigenous communities to restore dignity and livelihoods to communities.
  6. According to the legislator, “The Benue State Government should map and designate the Kwande hills and forests as a reserve and protected area under the National Park Service to ensure the protection and management of the proposed Kwande National Park for tourism, agriculture and wildlife conservation purposes.”

DSS Dissatisfied with Life Sentence handed Ansaru Commanders: To appeal sentence

DSS is prepared to appeal to achieve death penalty for the two Ansaru terrorist group commanders given life sentences in Abuja were given by Emeka Nwite. The were sentenced on Monday after they pleaded guilty to a 32-count terrorism charge.

The convicts: Mahmud Usman, also known as Abu Bara’a/Abbas/Mukhtar, described as the self-styled Emir of Ansaru, and Mahmud al-Nigeri (a.k.a Malam Mamuda), his deputy and chief of staff.

The judge handed down the sentence after the convicts changed their plea from not guilty to guilty and, through their lawyer, appealed for leniency.

A senior DSS official, speaking after the judgement, said the agency considers the punishment inadequate given the gravity of the offences.

According to the official, the two men had initially indicated they would plead guilty but later changed their position around the period pupils and teachers were abducted in Oriire LGA of Oyo state by suspected members of the same group.

“For the nearly 60 days the kidnappers held on to the pupils and teachers of Oriire, the Ansaru commanders in our custody changed,” the official said.

“One of the top conditions the abductors gave was the unconditional release of these same Ansaru commanders in exchange for the Oriire kidnap victims.”

The DSS official said the defendants, who had earlier pleaded not guilty, later told the court they were undecided on the plea they intended to enter.

“Justice Nwite even had to hand them an ultimatum to make up their minds on or before Monday’s sitting.

“After the Oriire rescue, they came to court to plead guilty to all the charges.

“Allowing the two terror commanders walk away with life sentences will not serve the cause of justice for the two Oriire teachers beheaded by their abductors.

“The reason the terrorists beheaded the two Oriire teacher’s was to put pressure on government to release these two Ansaru commanders.

“It, therefore, wouldn’t be fair to see two men beheaded and their families are made to live with the losses without adequately bringing the culprits to book.”
